Village of St. Helena

Minutes of the Regular Council Meeting

Held on April 17, 2025

Mayor Robert Barnhill called the meeting to order at 6:30 P.M. Present in addition to the

Mayor, were Council Members Neil Benton, Carey Childress, Shirley Jacobs, Judith Katalinic and

Gerald Velie, who constituted a quorum. Also present were Mary D. Bakan, Acting Village

Clerk; Robert H. Corbett, Village Attorney; Stephanie Moore, Village Planner, and Louis Hesse,

Village Building Inspector.

The meeting was opened with an invocation, the Pledge of Allegiance to the Flag of the United

States and the Salute to the Flag of North Carolina, all led by Mr. Barnhill.

The Mayor called for comments on the agenda and there were no corrections or additions.

Minutes of the March 20, 2025 meeting were approved on motion by Ms. Velie, seconded by

Mr. Benton. After discussion concerning a transaction with Air Benders, the March 2025

Financial Report was approved on motion by Mr. Childress, seconded by Ms. Jacobs.

Upon discussion of fire safety at the Village Hall, motion was made Ms Jacobs, seconded by Mr.

Velie, to approve Ms. Jacobs’ securing a new fire extinguisher. Mr. Hesse informed the Council

he would speak with the Fire Marshall about inspecting the Hall.

Questions were raised about “fixing up” the Village Hall and warning lights at the intersection

of U. S. Highway 117 and New Road. Mr. Childress informed the Council that the latter matter

was within the jurisdiction of the North Carolina Department of Transportation. Also discussed

was the Village’s mowing contract and filling the Village Clerk position.

There being no further business, the meeting was adjourned on motion by Mr. Velie, seconded

by Ms. Jacobs, at 7:25 P.M.
