Special Council Meeting Minutes

May 20, 2025

St. Helena Village Hall

6:00 p.m.

Attending the meeting were Mayor Robert Barnhill, Mayor pro-tem Neil Benton, Councilman Carey Childress, Councilman Gerald Velie, Councilwoman Judith Katalinic, Councilwoman Shirley Jacobs, and Village Attorney Robert Corbett.

The meeting was called to order at 5:59 p.m. Mayor Barnhill stated that the meeting was called to discuss repairs on the handicap ramp at the Village Hall.

Mayor Barnhill asked Councilman Neil Benton to give an overview of what is happening. Mr. Benton said that he and the Building Inspector Louis Hesse went to see John Paul Fedoronko Thursday night about possibly doing the required repairs to the handicap ramp. Mr. Fedoronko examined the ramp and submitted a bid on May 18, 2025 for $5,300 to repair the ramp. The amount is for labor is $3200 and the amount for materials is $2,100. Mr. Benton pointed out that the estimate does not include the grab rails which have to be done separately.

The issue of liability was discussed.

Mr. Velie said he was on board. The idea of a contract was mentioned by Ms. Jacobs. Mr. Corbett thought that was a good idea.

On motion by Mr. Velie, and seconded by Mr. Childress, it was approved to have Mr. Fedoronko to do the work and have a written contract.

The issue of suing the previous 655builder was discussed.

Mr. Benton said he will get estimates for the grab bars.

On motion by Ms. Jacobs and seconded by Mr. Childress, the motion to adjourn was approved by Council.
