Village of St. Helena Minutes of the Regular Council Meeting Held on June 19, 2025 Mayor Robert Barnhill called the meeting to order at 6:30 P.M. Present were, the Mayor and Council Members Neil Benton, Carey Childress, Shirley Jacobs, Judith Katalinic, and Gerald Velie. The Interim Clerk announced that a quorum was present. Also present were Mary D. Bakan, Interim Village Clerk; Robert H. Corbett, Village Attorney; Stephanie L. Moore, Village Planner and Louis Hesse, Village Building Inspector. The meeting was opened with an invocation, led by Ms. Katalinic, and the Pledge of Allegiance to the Flag of the United States and the Salute to the Flag of North Carolina, led by Mr. Barnhill. Mayor Barnhill then opened the meeting for public comment on the 2025-2026 Fiscal Year Budget of the Village. Upon there being no additional comments, the hearing was closed on motion by Mr. Benton, seconded by Mr. Childress. Mayor Barnhill opened the floor for public comment. There being none, Mr. Barnhill asked whether there were any additions or corrections to the agenda. There were none. On motion by Mr. Childress, seconded by Mr. Benton, the minutes of the Regular Meeting of the Council, held on May 15, 2025, were approved. The minutes of the Emergency Council Meeting, held on May 20, 2025, were approved on motion by Ms. Jacobs, seconded by Mr. Childress. After discussion the Village of St. Helena Budget for Fiscal Year 2025-2026 was approved as proposed. On motion by Ms. Katalinic, seconded by Ms. Jacobs, the Budget for the Fiscal Year 2024-2025 was increased by $74,000 to reflect additional revenue and the $74,000 was allocated to budget items. It was the consensus of the Council that ditching should be undertaken along Fairfield Road. Hand railings for the ramp into the Village Hall were discussed without action. Reports from the Planner and Building Inspector were received. There being no further business, the meeting was adjourned on motion by Mr. Childress, seconded by Ms. Katalinic, at 7:30 P.M.
