Minutes of the Regular Council Meeting Held on August 21, 2025 Mayor Robert Barnhill called the meeting to order at 6:30 P.M. In addition to Mr. Barnhill, Council Members Carey Childress, Shirley Jacobs, Judith Katalinic and Gerald Velie were present and constituted a quorum. Also present were Ms. Mary D. Bakan, Acting Village Clerk; Mr. Robert H. Corbett, Village Attorney; and Mr. Louis Hesse, Village Building Inspector. Mr. Barnhill opened the meeting with an invocation and by leading the Pledge of Allegiance to the Flag of the United States and the Salute to the Flag of North Carolina. Agenda Hearing: The Mayor asked for comments on the agenda and there were no corrections or additions. Approvals: Minutes of the July 17, 2025 meeting were approved, as amended, on motion by Mr. Childress, seconded by Ms. Jacobs. The July 2025 Financial Report was approved on motion by Mr. Childress, seconded by Ms. Jacobs. Public Comment: The Council was addressed by Mr. William Hunter about certain actions by the North Carolina Department of Transportation along Fairfield Drive and actions along Northwest Avenue and Front Street. Reports: Mr. Hesse commented on certain construction in the Village. Unfinished Business: There was a discussion of filling the Clerk position. No action was taken. New Business: Discussion of ditching in the Village--no action was taken. Mr. Childress made a motion that a special committee be appointed to explore whether we should build a new town hall or do upgrades on our current town hall. After a second by Ms. Katalinic, the motion was passed with Mr. Childress, Ms. Jacobs, and Ms Katalinic voting in favor and Mr. Velie voting against. Mayor pro-temNeil Benton was appointed to chair the committee and Council members were asked to recruit additional citizen members.
