Village of St. Helena Minutes of the Regular Council Meeting Held on November 20, 2025 Mayor Robert Barnhill called the meeting to order at 6:30 P.M. In addition to Mr. Barnhill, Council Members Neil Benton, Carey Childress, Shirley Jacobs, Judith Katalinic and Gerald Velie were present and constituted a quorum. Also present were Mr. Robert H. Corbett, Village Attorney; Mr. Louis Hesse, Village Building Inspector, and Ms. Stephanie Moore, Village Planner. Ms. Katalinic was designated to take the minutes in the absence of the acting Village Clerk.
Mr. Hesse delivered the invocation. Mr. Barnhill led the Pledge of Allegiance to the Flag of the United States and the Salute to the Flag of North Carolina. Agenda Hearing: The mayor asked for comments on the agenda and there were no corrections or additions.
Approvals: Minutes of the October 16, 2025 meeting were approved on motion by Mr. Benton, seconded by Ms. Jacobs. The October 2025 Financial Report was approved on motion by Ms. Katalinic, seconded by Mr. Childress.
Reports: Mr. Hesse and Ms. Moore delivered reports concerning their respective departments. Unfinished Business: A discussion of the Village Clerk position was held–no action taken. New Business:
On motion by Mr. Benton, seconded by Mr. Velie, the replacement of a new copier for the Village was approved. Mr. Corbett discussed the previously commissioned draft of Rules of Procedure for the St. Helena Village Council. On motion by Mr. Benton, seconded by Mr. Velie, purchase of six copies of Suggested Rules of Procedure for a City Council was approved. No further action was taken. Ms. Jacobs proposed that there be a locking message board placed in front of the Village Hall as a formal place for posting by the Village. On Ms. Jacobs’ motion, seconded by Mr. Childress, Ms. Jacobs was directed to investigate and order such. On motion by Ms. Katalinic, seconded by Mr. Benton the meeting was adjourned at 7:40 P.M.
