Minutes of the Regular Council Meeting

Held on January 15, 2026

Mayor Robert Barnhill called the meeting to order at 6:30 P.M. In addition to Mr. Barnhill,

Council Members Neil Benton, Carey Childress, Judith Katalinic and Gerald Velie were present

and constituted a quorum. Absent was Council Member Shirley Jacobs. Also present were Ms.

Mary Bakan, Interim Village Clerk, Mr. Robert H. Corbett, Village Attorney; Mr. Louis Hesse,

Village Building Inspector, and Ms. Stephanie Moore, Village Planner.

Mr. Barnhill delivered the invocation and led the Pledge of Allegiance to the Flag of the United

States and the Salute to the Flag of North Carolina.

Agenda Hearing: On motion by Ms. Katalinic, seconded by Mr. Childress, the agenda was

approved.

Approvals: Minutes of the December 18, 2025 meeting were approved on motion by Mr.

Benton, seconded by Mr. Childress. The December 2025 Financial Report was approved on

motion by Ms. Katalinic, seconded by Mr. Benton.

Reports: A staff report was received from Mr. Hesse. Ms. Moore stated that there were no

planning matters to report and that the Planning Board had not met in January.

Unfinished Business: A discussion of the proposed rules of procedure for the Council was

held–no action taken. There was a request that yard waste be picked up twice a year and there

were discussions of the copier–no actions taken.

New Business: The application of Ms. Joyce Flake for a family subdivision of Pender County Tax

Parcel Identification Number 3238-01-5297-0000 was approved on motion by Mr. Benton,

seconded by Mr. Childress.

The meeting stood adjourned on motion by Mr. Velie, seconded by Mr. Benton.
