Minutes of the Regular Council Meeting

Held on February 19, 2026

Mayor Robert Barnhill called the meeting to order at 6:30 P.M. In addition to Mr. Barnhill, Council Members Neil Benton, Carey Childress, Shirley Jacobs, Judith Katalinic and Gerald Velie were present. Ms. Mary Bakan, Interim Village Clerk, announced this constituted a quorum. Also present were Ms. Bakan; Mr. Robert H. Corbett, Village Attorney; Mr. Louis Hesse, Village Building Inspector, and Ms. Stephanie Moore, Village Planner.

Mr. Velie delivered the invocation, Mr. Barnhill led the Pledge of Allegiance to the Flag of the United States and Mr. Childress led the Salute to the Flag of North Carolina.

Agenda Hearing: There being no objections or additions, the agenda was approved by consent.

Approvals: Minutes of the January 15, 2026 meeting were approved on motion by Mr. Childress, seconded by Mr. Benton. The January 2026 Financial Report was approved on motion by Childress, seconded by Ms. Katalinic.

Reports: Staff reports were received from Mr. Hesse and Ms. Moore.

Unfinished Business: On motion by Mr. Velie, seconded by Ms. Jacobs, action on the Rules of Procedure for the Village Council was tabled until the March meeting.

New Business: The North Carolina Regional Hazard Mitigation Plan was adopted on motion by Ms. Jacobs seconded by Ms. Katalinic. A contract for a termite bond with Murray Extermination was approved on motion by Ms. Jacobs, seconded by Mr. Benton.

The meeting stood adjourned on motion by Mr. Velie, seconded by Mr. Benton. Meeting ended at 7:30 p.m.
