Minutes of the Regular Council Meeting

Held on May 21, 2026

Mayor Robert Barnhill called the meeting to order at 6:32 P.M. at the Village Hall. In addition to

Mr. Barnhill, Council Members Carey Childress, Shirley Jacobs, Judith Katalinic and Gerald Velie

were present. Ms. Mary Bakan, Interim Village Clerk, announced this constituted a quorum.

Absent was Mr. Neil Benton. Also present were Ms. Bakan; Mr. Robert H. Corbett, Village

Attorney, Mr. Louis Hesse, Village Inspector, and Ms. Stephanie Moore, Village Planner.

An invocation was delivered by Mayor Barnhill, who also led the pledge of allegiance to the Flag

of the United States and the Salute to the flag of North Carolina.

Agenda Hearing: There being no objections or additions, the agenda was approved by consent.

Consent Agenda. There were no items on the consent agenda.

Public Comment: The floor was opened, but none were received.

Approvals:

1. Minutes of the April 16, 2026 meeting were approved on motion by Mr. Childress, seconded

by Ms. Jacobs.

2. The April 2026 Financial Report was approved on motion by Ms. Jacobs, seconded by Mr.

Viele.

Public Hearing: On motion by Mr. Velie, seconded by Ms. Katalinic, the public hearing concerning

the petition for rezoning Pender County Parcel Identification Number 3228-93-1555-0000 was

postponed until June 18 with the concurrence of the Village Planning Department and Dr. and

Ms. Singh, owners of the property.

Staff Reports: Received from Inspections and Planning Departments.

Unfinished Business: No actions were taken.

New Business: On motion by Mr. Velie, seconded by Ms. Katalinic, a workshop on the Fiscal Year

‘26-‘27 budget was set for 6:30 P.M. on May 28, 2026.

On motion by Mr. Velie, seconded by Ms. Jacobs, the meeting stood adjourned at 8:00 P.M.
